With a degree in Management, he has previously held positions as Vice-Chairman of the Agency for Competitiveness and Innovation (IAPMEI), Vice-Chairman of the Lisbon Technology Pole, and Chairman of several Investment Funds and Companies.

He was also a Director of the Portuguese Certification Association (APCER), and a Member of the Board of Start-up Lisbon. He held positions in the Portuguese Public Administration, as well as in the Portuguese Government.

He was also connected to various international structures such as the OECD and was Advisor to the European Commissioner for Research, within the European Research Advisory Board.

He is currently Chairman of the Board of Directors of ISQ and also sits on the Boards of the International Welding Institute (IIW), the TIC Council – Testing Inspection & Certification Council, and the Oeiras Valley Investment Agency.
