On July 21, during the Oeiras Bluetech Ocean Forum 2025, an international event organized by Fórum Oceano, co-organized by OVIA and the International Forum for Clean Energy – Macau (IFCE), and held in strategic partnership with the Oeiras Municipality and other key entities, a new stage of cooperation between OVIA and Fórum Oceano was officially launched with the signing of a Memorandum of Understanding (MoU). This agreement signifies a joint commitment to enhancing the blue economy in Portugal and positioning Oeiras as a global leader in sustainable innovation related to the ocean.
The signing of the MoU represents a critical step in aligning Oeiras’ economic development strategy with Fórum Oceano’s mission as the national hub for the ocean cluster. The memorandum establishes a foundation for collaboration on various initiatives, including attracting national and foreign investment, supporting the internationalization of start-ups and scale-ups in the ocean sector, promoting scientific and technological activities related to the sea, and advancing forums, projects, and programs focused on knowledge, innovation, and sustainability.
This partnership underscores the increasing significance of the ocean as a catalyst for economic and social progress, while reaffirming Oeiras’ role as a key location for the integration of science, entrepreneurship, education, and climate action. With a thriving ecosystem that includes academic institutions, research centers, and technology-based companies, Oeiras is steadily emerging as an international bluetech hub.
By uniting their commitments, resources, and visions around an ambitious blue agenda, OVIA and Fórum Oceano are creating new opportunities for sustainable development, applied innovation, and a positive impact on the relationship between society and the sea.
