OVIA participated on 11 December as an invited speaker at the webinar organised by Fórum Oceano dedicated to exploring economic opportunities between Portugal and Macau. The Agency was represented by its Secretary-General, Tiago Sousa Dias, who presented Oeiras Valley’s strategic vision and its international cooperation priorities aimed at strengthening economic ties between Portugal, Macau and the Greater Bay Area.
In his address, Tiago Sousa Dias highlighted the gap between the substantial trade flows linking Portugal and mainland China and the comparatively limited commercial exchanges with Macau, emphasising that this asymmetry represents “a strategic opportunity rather than an obstacle”. Drawing on the work carried out by OVIA during institutional missions to Macau, Shenzhen, Guangzhou, Hong Kong and Hengqin, the Secretary-General outlined four strategic pillars the Agency intends to pursue to transform institutional relations into concrete economic outcomes.
These pillars include focusing on high-value niches aligned with market demand in the Greater Bay Area, such as biotechnology, medical technologies, the blue economy, smart cities and premium agri-food products; leveraging Hengqin as an operational platform for Portuguese companies; developing dedicated financial instruments in partnership with Macanese institutions; and attracting investment to Oeiras through targeted sectoral proposals.
He also underscored the importance of strengthening links between companies, research centres and universities in Portugal and Macau, noting that technological innovation and co-development are essential for building competitive value chains between the two regions.
OVIA’s participation in this webinar reaffirms the Investment Agency’s commitment to positioning Oeiras Valley as a strategic hub for innovation and investment in the Lusophone world and to deepening economic engagement between Portugal, Macau and the markets of the Greater Bay Area.
