Brazil–Portugal Business Mission 2025: Santa Catarina delegation explores investment opportunities in Oeiras

The Brazil–Portugal Business Mission 2025 continued its program in Oeiras on 12 November, following the morning visit to the OVIL – Oeiras Valley Innovation Lab. In the afternoon, OVIA once coordinated the agenda, preparing a strategic program designed to deepen the Brazilian delegation’s understanding of Oeiras’ economic, technological and business ecosystem.

The second group, composed of representatives from the real estate and industrial sectors, began the afternoon with a technical presentation on the “Parque Central” project, developed by China Construction Portugal (CSCEC) in partnership with Teixeira Duarte, both OVIA´s member companies. The presentation, delivered by CSCEC representative Engineer John Wang, detailed the project’s urban development objectives and its impact on territorial revitalization. This was followed by a session led by SantaCruz MetalTech, through its Global Operations Director, Nuno Ramos, who highlighted the company’s technological and industrial capabilities, as well as opportunities for collaboration with the Brazilian market in the context of real estate investment.

After lunch, the delegation headed to the ISQ Auditorium for a session dedicated to presenting Oeiras’ main strategic pillars in economic development, technological innovation and urban planning. OVIA’s Secretary-General, Tiago Sousa Dias, opened the session with an overview of Oeiras Valley’s positioning as one of Europe’s most significant hubs for science, technology, and innovation, emphasizing the municipality’s investment-support instruments and OVIA’s role in bridging companies, scientific institutions and public entities.

This was followed by a presentation from the former Director for Territorial Planning, Urban Development, and Environment (Municipality of Oeiras), Architect Luís Serpa, who outlined Oeiras’ key structural projects and highlighted major investment opportunities for Brazilian stakeholders in sectors such as real estate and advanced services. The session also featured an intervention by Engineer David Pereira, representing ISQ, who showcased the institute’s expertise in advanced engineering, certification, innovation and Industry 4.0, identifying multiple areas for cooperation with companies from Santa Catarina.

The meeting concluded with a networking session, reinforcing a climate of proximity and cooperation between Portuguese and Brazilian entities. OVIA, as the institution responsible for organising the Oeiras program, reaffirmed its central role in the international promotion of the municipality and in attracting qualified investment, consolidating Oeiras as a leading territory in technological innovation, sustainable urban development and partnership opportunities between Europe and Latin America.
