As part of the Oeiras BlueTech Ocean Forum 2025, an event dedicated to Blue Diplomacy and Technological Innovation, OVIA played a key role in international cooperation by signing a Memorandum of Understanding (MoU) with three leading organizations: Fórum Oceano – Cluster do Mar Português (Portugal), the International Forum for Clean Energy (Macao) and MACETS – Macao Exhibition of Convention, Exhibition and Tourism Sectors.
This four-party agreement reflects the joint commitment to the sustainable development of the oceans, the promotion of clean energies and the strengthening of scientific and economic diplomacy between Europe and Asia, laying the foundations for the development of joint projects in the areas of blue innovation, clean energy, education and entrepreneurship, as well as for the strengthening of collaboration networks between public, private and academic institutions in the countries involved. It also reinforces Macau’s strategic role as a Sino-Lusophone platform for promoting business tourism, conventions and exhibitions linked to the energy and maritime sectors.
The signing of the MoU took place at one of the highlights of the Oeiras BlueTech Ocean Forum 2025, consolidating the event as a global meeting point for sustainable solutions in the ocean and energy transition. This initiative is fully in line with OVIA’s strategic vision, which has been positioning Oeiras as an international hub for science, technology, innovation and sustainable investment.
By bringing Portugal and Macau together in an action-oriented alliance, this agreement represents the best of blue diplomacy: the ability to unite distinct geographies around common goals, namely protecting marine ecosystems, driving innovation and generating economic and social value with global impact.
